FORMER ACT Teachers party-list representative Antonio Tinio said that Charter change is not the solution to the country's woes during a public consultation organized by members of the House of Representatives advocating for constitutional amendments in San Jose del Monte, Bulacan on Saturday.
"Solutions must focus on agrarian reform, massive job creation, import regulations, wage rationalization, K to 12 education, and social services," Tinio said.
