Charter change yet another distraction

AT the onset of the 19th Congress, a three-year period that started last July, most Filipinos were expecting reforms to happen swiftly. After all, Ferdinand 'Bongbong' Marcos Jr. had won a clear mandate as president, and his political allies in Congress enjoyed a supermajority. Regrettably, speed bumps have slowed down the lawmakers' pace as they pushed an alternative agenda, including a proposal to amend the 1987 Constitution or Charter change.
