COME Feb. 16 to 17, 2023, the Flag State and Shipbuilders' Convention will be held at Sofitel Hotel, Manila. The two-day event is not the usual maritime affair that stakeholders are used to attending and patronizing. The subjects of "flag state" and "ship registry" are for the first time the focus of discussions with the wider community, from policymakers and legislators to maritime stakeholders, shipowners, manning and crewing agencies, seafarers, maritime workforce, students, educators, and the public in general, expected to attend.
The concept of flag state though inextricably linked to the ship registry and therefore to the merchant fleet is hardly contemplated in the formulation of maritime policies and the development of the regulatory framework governing the sea transport system. The obligations and duties of a flag state immediately attach over ships that fly the flag and therefore must be considered in all aspects of ship operations, regardless of where they may be found. Yet, this may have been overlooked.
