THE Philippine Coast Guard (PCG) has asked residents of a town in Batangas to be on the lookout for a cadet who has been missing since January 28 after falling overboard a vessel bound to Manila.
The PCG said search and rescue (SAR) operations being conducted to locate 22-year-old Marnel Vincent Balaba have so far yielded negative results.
