Francis Tolentino referred to during a privilege speech at the Senate on Wednesday, Dec. 14, 2022, which belied China's claim that it had a 'friendly consultation' with Philippine Navy personnel when its coast guard retrieved rocket debris off Pagasa Island on November 20. The video of the incident showed that no 'friendly consultation' took place. The debris was later identified as the 'wreckage of the fairing of a rocket recently launched by China'.
