New EU carbon tariff a potential tool for PH

A NEW carbon dioxide (CO2) tariff announced by the European Union this week — the first of its kind in the world — should be studied carefully by the Philippines, as it may serve as a useful template for funding our own country's climate change adaptation and mitigation needs.
