TWO lawyers on Friday said then-president Rodrigo Duterte was "misled" by proponents of the "railroaded" Republic Act (RA) 11659 or the amended "Public Service Act" when he signed it into a law only a few months before he stepped down from office.
Lorenzo Gadon and Ferdinand Topacio, in a media forum hosted by The Manila Times columnist Charlie Manalo and Diego Cagahastian at a Quezon City restaurant, hailed the United Filipino Consumers and Commuters (UFCC) for initiating the filing of a petition for certiorari and prohibition before the Supreme Court seeking to declare the amended law as unconstitutional.
