THE National Bureau of Investigation (NBI) and SM Supermalls executed a memorandum of agreement (MoA) at SM City Santa Mesa, Quezon City on Nov. 16, 2022. NBI was represented by Director Medardo de Lemos while SM Supermalls was represented by President Steven Tan and Senior Vice President for Operations Bien Mateo.

The MoA formally sealed the nationwide partnership of SM Supermalls to make the NBI Clearance Center (NCC) accessible to the mallgoing public. To date, NBI has two NCC sites — SM Bacoor and SM Cebu — under former president Rodrigo Duterte's One-stop Shop Service Center for Overseas Filipino Workers (Ossco) and one NCC at SM Center Las Piñas, which was set-up and sponsored by the Las Piñas City local government unit (LGU). This new partnership would bring the presence of NBI nationwide under a special arrangement with the concerned LGUs and SM Supermalls. The initial rollout of NCCs would be at SM Consolacion in Cebu, SM Cabanatuan, SM Seaside Cebu City, SM Puerto Princesa and SM Bacolod. Other LGUs such as Trece Martires and Angono have also expressed support to the NCC setup.
