THE director of one of the private, Catholic colleges in the province of Cagayan informed me that the tertiary education subsidy that is provided for by Republic Act 10931 will no longer be available.
Only third and fourth year students will receive the subsidy, but first and second year students will no longer be accorded the benefit. My immediate reaction was one of surprise — and rage!
