POLITICS was never a foreign concept to lawyer Michael Rama, the recently elected 67-year-old mayor of Cebu City. His grandfather is former senator Don Vicente Rama, who is the first mayor of Cebu City, the first national assemblyman, and regarded as "The Father of Cebu City." The mayor is also the nephew of Osmundo Rama, Governor of Cebu Province and of Commissioner Napoleon Rama, a 1986 Constitutional Commission floor leader. George Rama is his first cousin, the punong barangay of Basak San Nicolas, Cebu City and, in addition, talent manager, celebrity businesswoman Annabelle Rama, the mother of Ruffa, Richard and Raymond Gutierrez, is his first cousin.

Rama graduated as valedictorian in Basak Elementary School in Cebu City. He finished high school at the University of Southern Philippines and earned a degree of Bachelor of Arts in English from Velez College, Cebu City. He finished Law at the San Beda College in Manila and passed the bar exam in 1983.
