THE second alarm was raised on Marikina River on Saturday as its water level breached 16 meters, according to a post from Marikina's Rescue 161 on its Facebook page.
The second alarm was declared at 1:50 p.m. as heavy rains, triggered by Severe Tropical Storm "Paeng" (international name: Nalgae), continued to pour on Saturday.
