TODAY, Oct. 26, 2022, is the second day of the Third High-Level Regional Meeting of the IMO-Norad Marine Environment Protection of the South East Asian Seas (MepSeas) Project in Ha Long Bay, Viet Nam. The International Maritime Organization (IMO) and the Norwegian Agency for Development Cooperation (Norad) have for the past five years been assisting select countries in the Asean region including the Philippines to capacitate them in implementing priority IMO conventions about marine environment protection.

The Philippines for its part has identified its two priority conventions under the project: the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004 (BWM), and the International Convention on the Control of Harmful Anti-fouling Systems on Ships, 2001 (AFS). Both conventions were ratified by the Philippines and for which the country has committed to giving complete effect soon after. The MepSeas project presents a timely and useful opportunity for the archipelago to effectively implement the BWM and AFS conventions. These include the drafting of legislation, updating compliance monitoring and enforcement regulations and procedures, and developing trainers on the subjects of BWM and AFS.
