Agrarian reform: Moving forward

FIFTY years after the implementation of the agrarian reform program, problems continue to hound beneficiaries, either because of loopholes in the law or the lack of support from government.

Agrarian Reform Secretary Conrado Estrella 3rd, grandson of Conrado Estrella Sr. who first oversaw the implementation of the agrarian reform law in the early '70s, admitted that the Marcos administration had the daunting task of addressing issues that include the lack of farm-to-market roads, irrigation systems, and technical skills.
