YEARS ago, the Bureau of Customs (BoC) was frequently labeled as one of the most corrupt agencies in the Philippines. But in the brief two-and-a-half years that I encountered and worked with them, particularly those at the BoC-Ninoy Aquino International Airport (NAIA), the agency has shown its strong commitment to streamlining and digitizing its services to serve the Filipino public better. In my personal opinion, BoC-NAIA, under the leadership of district collector Carmelita Talusan, is one of the most improved agencies when it comes to combating red tape and corruption. Numerous complainants have benefited from the assistance extended by the BoC-NAIA personnel. In fact, I have also referred to them several complaints in the past which were personally acted upon by district collector Talusan.

In recent years, the BoC-NAIA boasted no less than 19 information and communications technology (ICT) projects, all geared towards preventing the proliferation of red tape and curbing corruption. Among these are Customs Offenders Data Engine, BoC-NAIA Document Tracker System, BoC-NAIA Customer Feedback QR Code, Digital BoC-NAIA Sticker, NAIA Customs Integrated Data Analytics, Personnel Info Tracker, ODC Management Document Tool, BoC-NAIA Feedback Database, Foreign Currency Database, PPE and Medical Supplies Dashboard, Unpaid Monitoring Dashboard, QR Coding System, Overstaying Cargo Monitoring Dashboard, Personnel Vaccination Dashboard, One-Stop Shop Dashboard, BoC-NAIA Online Education, Terminal Release Dashboard, Track and Trace, and Electronic Air Waybill.
