With headlines dizzyingly changing from day to day, major — and often unresolved — issues are usually forgotten by week three or four of breaking. Swept aside because it is yesterday's news, those on the erring side of the controversy can quickly breathe a sigh of relief, while those wrongly accused find themselves no way to redeem their maligned reputations.

As American president Dwight Eisenhower said, 'The search for a scapegoat is the easiest of all hunting expeditions.'
