THE Toll Regulatory Board (TRB) has been granting tollway extensions using the legal instrument known as a supplemental toll operation agreement (STOA).

Although the stated intention of a STOA is to grant an "extension, linkage or stretch" to an existing tollway, its effect is the same as issuing a new concession. Uncontrolled use of STOAs to expand existing tollways without limit can bring more harm than good, especially in cities.
