Court halts NCAP

(UPDATE) THE Supreme Court has temporarily stopped the implementation of the no contact apprehension policy (NCAP) being implemented in five Metro Manila cities.

In a resolution, the Supreme Court en banc acted on the petition filed by Pasang Masda, Kilusan sa Pagbabago ng Industriya ng Transportasyon Inc. (Kapit), Alliance of Transport Operators and Drivers Association of the Philippines (Altodap), and Alliance of Concerted Transport Organizations as it issued a temporary restraining order (TRO) against the policy.

A ‘No Contact Apprehension’ sign is posted along the corner of Kamias Road and Kalayaan Avenue in Quezon City as the city government starts its implementation on Friday, July 1 2022. The sign warns erring motorists that they may still be apprehended even without a policeman in sight with the help of traffic cameras. PHOTO BY MIKE DE JUAN
