THE Cybercrime Investigation and Coordinating Center (CICC) is an agency attached to the Department of Information and Communication Technology (DICT) for policy and program coordination under Republic Act 10844 and other pertinent provisions. It was initially created as an agency directly under the Office of the President, later relegated as an attached agency of the DICT. Its main functions as a coordinating agency are to facilitate the suppression and prevention of cybercrimes in its operational areas and also to perform as a secretariat of the National Cybercrime Inter-Agency Committee (NCIAC).
CICC was only operationalized independently in August 2020, manned by personnel less than 1 percent of whom are skilled in cyber technology or technology. The manpower structure is based on the Notice of Organization, Staffing, and Compensation Action (Nosca) as furnished by the Department of Budget and Management (DBM), which was prioritized by its Administration and Finance Office (AFO, one of the three offices of the center) as its initial focus to man the center. This new agency has 70-plus permanent plantilla positions of which 64 are filled by personnel directly reporting to the office of the executive director (OED) and deputy executive director (DED). Three of these eight reports to the Cybercrime Policy, Plans, Monitoring and Coordinating Office (CPPMCO) and less than five reports to the Cybercrime Investigation Office (CIO). CICC's manpower is further complemented by detailed personnel from the Philippine National Police Anti-Cyber Crime Group (PNP-ACG) joining the CIO but this additional manpower still reports directly to the OED and DED. The CIO also has 50 contracts of service (COS), job orders (JO) and special agents (SA), again directly reporting to the OED and DED. CICC has yet to define and coordinate a clear description of its relationship and function with the law enforcement agencies (LEAs), Department of Justice (DoJ), National Bureau of Investigation (NBI), and other agencies and stakeholders it has to coordinate with.
