In a text message, Oriental Mindoro Electric Cooperative (Ormeco) Acting General Manager Humphrey Dolor said that several independent power providers (IPPs) failed to secure the fuel to run the plants because of the long queue of fuel tankers at the Batangas Port in Batangas City.
