The major problems of our agricultural sector are institutional in nature. It is not the lack of ideas or proposals that is missing; it is the inability to operationalize those good ideas or proposals.
In turn, the inability to properly implement those ideas or proposals is due to the inadequate appreciation of the structure of the Department of Agriculture (DA), its role vis-à-vis the Local Government Code of 1991 (i.e., devolution), and the managerial and technical capacity level of the officials who run the DA.
