THE Philippine Society of Agricultural and Biosystems Engineers (PSABE) said the signing of the implementing rules and regulations (IRR) of Republic Act (RA) 10915, or the "Philippine Agricultural and Biosystems Engineering Act of 2016," will help avert a food crisis or shortage in the Philippines.
