IN August 2021, the Commission on Audit (CoA) issued a scathing report on the performance of the Department of Public Works and Highways (DPWH) covering the year 2020, detailing the vast waste of public funds by the lead agency in the former Duterte administration's Build, Build, Build infrastructure program. Annual audit reports from the CoA for almost any agency usually contain at least a few negative observations — nobody's perfect, after all — but the shortcomings of the DPWH were by any yardstick spectacular in scale.
