NTF-Elcac offers amnesty to insurgents

THE National Task Force to End Local Communist Armed Conflict (NTF-Elcac) is recommending offering amnesty to communist guerrillas.

National Security Council Adviser and NTF-Elcac Vice Chairman Clarita Carlos made the recommendation during a press conference at the Armed Forces of the Philippines (AFP) Commissioned Officers Club on Friday.
