Daniel Burnham and the proposed Pasig River Expressway

AT the March 25, 2022 public hearing on the proposed Pasig River Expressway (Parex), one of the speakers from project proponent (SMC Infrastructure) argued that it would 'complete' the Burnham plan for Manila.

I asked Prof. Ian Morley, a leading scholar of Philippine colonial period urban planning, to shed light on this topic. Morley, who is vice chairman of the Department of History at the Chinese University of Hong Kong and vice president of the International Planning History Society, wrote:
