(UPDATE) RETIRED Commission on Elections (Comelec) commissioner Rowena Guanzon has filed a complaint against National Youth Commission Chairman Ronald Cardema before the Office of the Ombudsman.
In the complaint, which was filed on Tuesday, Guanzon alleged that Cardema violated Section 4 of the Code of Conduct and Ethical Standards for Public Officials and Employees.
