Permanent changes favor temporary migrants

"THE only constant in life is change." The adage attributed to Heraclitus has an American counterpart — "You never cross the same river twice."

Migrants crossing the Rio Grande between Mexico and Texas at different times may be crossing the same river, but circumstances and the river itself have changed. The river is about 10 feet at its shallowest and 24 feet at its deepest.
