THE Philippines was represented at the recent Asia Tech Singapore (ATxSG) conference, the largest in-person event since the reopening of their borders, through Arnold, "Ali" Atienza, undersecretary for Government Digital Broadcast Television, the Digitization of the Entertainment Sector, and Emerging Technologies of the Department of Information and Communications Technology (DICT). During his talk, I learned more of the latest framework that best assists in the attainment of the DICT goals. The focus of his office is emphasis on the improvement of the central business process, the Philippine transition to digital television, as well as the advantages and possible use cases of emerging technologies.
This framework dubbed as "CHIP" stands for Connect, Harness, Innovate and Protect. Implemented in June 2021, CHIP aims to improve the Philippine readiness for full and inclusive participation in the global digital economy and as a driver of digital transformation. "Connect" refers to building the country's digital infrastructure in establishing and strengthening the foundation of digital transformation. "Harness" is dedicated to the upskilling and re-skilling of Filipinos to ensure their readiness to contribute to the country's global competitiveness. "Innovate" focuses on the continuous digitalization and integration of government and business services online. Last is "Protect" which focuses on the risk mitigation in cybersecurity and privacy, digital monopoly and inequality of opportunities.
