THE Sandiganbayan's Fourth Division has convicted Surigao del Sur 1st District Rep. Prospero Pichay Jr., a former chairman of the Local Water Utilities Administration (LWUA), and another person of graft over LWUA's acquisition of shares of stock in and transfer of funds to a bank.
The court found Pichay and Wilfredo Feleo Jr., a former LWUA official, "guilty beyond reasonable doubt" of three counts of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act.
