FORMER Commission on Elections (Comelec) commissioner and current head of the National Citizens' Movement for Free Elections (Namfrel) Augusto "Gus" Lagman on Thursday proposed the use of a "hybrid and transparent" election system and the scrapping of the "unreliable" Automated Election System (AES).

Lagman said that the Comelec was authorized by law to use an automated election system that encourages transparency, credibility, fairness and accuracy.
