THE fire that gutted a vessel and killed seven passengers off Quezon a week ago was caused by a "highly combustible material", according to a report by the Philippine Coast Guard (PCG).
"Based on our initial findings in the investigation, there was a highly combustible material above the engine room, actually on the deck, where the fire started," PCG Commandant Admiral Artemio Abu revealed.
