Ex-ship captain is now mayor of Panglao, Bohol
A FORMER ship captain has won the mayoral race in Bohol despite an election that was said to be rife with vote-buying and intimidation.
Edgardo 'Boy' Arcay won the Panglao elections with 13,650 votes against Aya Montero-Caindec's 9,591 votes. Caindec is the daughter of incumbent mayor Leonila Montero.
