JUST recently, the country's very first mobilization simulation exercise for the Reserve Forces of the Philippine Navy in Metro Manila was conducted. Exercise Kalakip 22-01 was a "call to quarters" simulation to test the readiness of citizen soldiers under the Naval Forces Reserve-National Capital Region (NFR-NCR) in times of invasion, war or rebellion. Different scenario "This Is a Drill" messages were broadcast by the Office of Civil Defense to all active and inactive reservists residing in Manila, Caloocan, Malabon, Navotas, Valenzuela, Quezon City, Marikina, Pasig, Taguig, Makati, Mandaluyong, San Juan, Pasay, Parañaque, Las Piñas, Muntinlupa and Pateros and as well as those living in the nearby provinces of Cavite, Laguna and Bulacan.
The exercise started on March 31, 2022 upon the issuance of a mobilization call for the date of the actual reporting of troops aboard the Bonifacio Naval Station on April 8, 2022, to the termination of the activity on April 9, 2022; following Republic Act 7077's mandated one week mobilization period for the Armed Forces of the Philippines Ready-Reserves. Grouped according to the organization's doctrine on geographical operating units, the 350 participants were billeted in tents and were later on given weapons familiarization. In addition, a special enlistment was also administered and processed during reporting day — where the civilians who answered the call to service and volunteered were to be drafted mimicking the ongoing crisis in Ukraine.
