UNITEAM Senate candidate Gilbert "Gibo" Teodoro on Monday reiterated that building the capacity of local government units (LGU) is the first step towards realizing the shift to a federal system of government.
"For me, that's where we are heading since we are an archipelago. If you want to develop, you have to devolve power, resources in different communities, because in the Philippines, situations are not the same in different areas," the former Defense chief said in a one-on-one interview with Toni Gonzaga on YouTube talk show "Toni Talks." He said that building the foundation for federalism by strengthening LGUs should be the first process.
