THE Commission on Elections (Comelec) on Wednesday rejected the proposal for a hybrid election that involves a combination of manual counting and automated process for the position of president, vice president, governor, vice governor, mayor and vice governor.
The poll body gave assurances that it will be next to impossible to tinker with the system without being detected.
