IT is something like a mere month and some days before the May 9 elections and the Commission on Elections, an independent constitutional agency is not acting with the necessary transparency, efficiency and timeliness.

The citizens' arms, such as the Automated Election Watch, have manifested their disappointment that the Comelec technical evaluation committee's (TEC) certification of various documented results as provided by law for which the deadline set by the Automated Election System Law was February 9, remains either undone or unpublicized as required. Moreover, while there are general instructions (GI) for voting management and counting at the precincts, etc., there are none for the central server, backup server and transparency server, which are at the data center in the Comelec head office and highly essential for the correct and transparent conduct of the canvassing. Apparently, as of now, they are being managed by the personnel of the service provider when they are not authorized by law to do so. This may be anomalous or careless. When is Comelec going to take over with its own designated personnel?
