"I find it difficult to understand and believe that based sa aking nararamdaman at base sa interviews, lalo pa ako lalagapak. Ewan ko," he told reporters in an interview shortly after his sectoral meeting at the Tuguegarao People's Gymnasium in this city on Tuesday.
