SANTA ROSA CITY: Amid the lowering of the Covid-19 quarantine restrictions in Laguna, residents of the City of Santa Rosa celebrated hard work and togetherness through the Sikhayan Festival.
"Sikhayan is not just a tradition. It is a testament that in the City of Santa Rosa, everything continues the new normal way," Mayor Arlene Arcillas said in her speech as she formally opened the 23rd Sikhayan Festival on Sunday.
