THE City of Santa Rosa is known as one of the most progressive cities in the country. One of the many reasons is the effective and efficient leadership of Mayor Arlene Arcillas. Similar to a mother who nurtures and takes care of her family, Mayor Arlene considers the city as a home wherein she treats everyone as her own family.

The City of Santa Rosa was once a rustic, sleepy town back in the late 1980s. From being a fourth class municipality, it managed to thrive into transition as a city on July 10, 2004 after experiencing tremendous socio-economic growth. Up until now, the city recognizes the need to provide better services to its increasing population and continuous urbanization.
