A FORMER member of the House of Representatives claimed that the Department of Health (DoH) and the Department of Education violated the Constitution for conducting mass Covid-19 vaccination for children in the absence of a law that is supposed to mandate it.

Based on his judicial affidavit submitted before Judge Primo Sio of Quezon City Regional Trial Court Branch 96, which hears an urgent petition for certiorari, prohibition, declaratory relief and injunction filed by two parents — Dominic Almelor of Quezon City and Girlie Samonte of Tondo, Manila — ex-Biliran congressman Glenn Chong said the DoH was violating Republic Act (RA) 11525 (Covid-19 Vaccination Program) when it issued Memorandum 2022-0041 dated Jan. 24, 2022.
