A TWO-PART exposé on the alleged anomalies surrounding the bidding of the Philippine Identification (PhilID) cards by the Bangko Sentral ng Pilipinas-Security Plant Complex (BSP-SPC) was the subject of this column on Nov. 14, 2020.
The BSP-SPC bids and awards committee (BAC) undertook the possibly rigged bidding process for the production of some 116 million pieces of PhilID cards sometime in July 2020 as a consequence of the passage into law on Aug. 6, 2018 of Republic Act 11055, effectively establishing the Philippine Identification System (PhilSys). The law aims to provide all Filipino citizens and resident aliens with national IDs as valid proofs of identity, in the form of the PhilID card.
