POINTING to the lack of government facilities exclusively catering to children with special needs, former presidential legal adviser and Senate candidate Salvador Panelo vowed to push for legislation that will provide the members of society with disabilities the treatment and accommodation they need.

'Under the Constitution, it is the prime duty of the government to serve and protect the people. No sector of the population needs service and protection from government more than children with special needs,' Panelo said in a statement.
