THE Philippine military said on Tuesday that an alleged bomb maker for the terrorist group Daulah Islamiyah surrendered in Carmen, North Cotabato on Sunday.
While not naming the bomb maker, Joint Task Force Central and 6th Infantry Division commander MGen. Juvymax Uy said they consider the "bomb expert" as one of their high value targets.
