I WAS relatively young when I got some kind of baptism of fire as a local government errand boy. The then Eastern Samar governor, Lutgardo 'Lutz' Barbo, hosted one of President Fidel Ramos' out-of-town Cabinet meetings, and I was one of the former's executive assistants.
