MORE than 20,000 communist rebels have surrendered to authorities since 2016, Defense Undersecretary Reynaldo Mapagu said on Monday.

Mapagu heads the Department of National Defense's Task Force Balik Loob (TFBL), a central coordinating body that supervises the government's reintegration efforts for members of the New People's Army (NPA).
