Where is the Civil Service Commission?

IN the continuing national conversation on SALNs (Statement of Assets, Liabilities and Net Worth), no mention I have seen is made of the Civil Service Commission (CSC).

Republic Act 6713, in its Sec. 12, is explicit in assigning 'the primary responsibility' to the CSC for 'administering and enforcing' it. Does it have annual reporting?
