THIS week, the Anti-Red Tape Authority (ARTA) signed a memorandum of understanding with around 30 multi-sectoral groups whose members will serve the country as ARTA volunteers. This is part of our campaign to intensify our information, education and communication by engaging the support and participation of the community in our ease of doing business initiatives and programs. Volunteerism is essential to nation building as, I'm sure, many other government officials will agree.
Republic Act 9418 or the "Volunteer Act of 2007" states that there must be a national policy to promote volunteer work in public and civic affairs. It says the inculcation of volunteerism as a way of life shall rekindle in every Filipino the time-honored tradition of bayanihan to foster social justice, solidarity and sustainable development. The Philippine government's role is to enable and provide a conducive environment for volunteer work in national development and international cooperation.
