THE Commission on Higher Education's (CHEd) Prospero de Vera 3rd has sent signals about allowing face-to-face sessions for medical and medical-allied courses. It should really not be de Vera making this decision. The higher education institutions should, after the relevant government agencies, IATF chief among them, shall have sounded the all-clear.
