PRESIDENT Rodrigo Duterte on Thursday insisted that he is never going to face trial before the International Criminal Court (ICC) over his administration's crackdown on illegal drugs even after "hell freezes over".
In his speech at an infrastructure project inauguration in Palawan, Duterte said he accepted responsibility for the deaths of alleged drug traffickers and several mayors but reiterated that he would only face a Philippine court.
