How can you determine if you've communicated your message effectively to an audience? One sign is the quality of questions you receive during and after the event. If there are no questions, that means people have not learned. In my case, I'm humble enough to admit that it's a poor reflection of my ability as a consultant-teacher.
It's a takeaway from the age-old maxim: "If the students have not learned, the teacher has not taught." Roughly speaking, the teacher must be blamed for an ineffective method.
