A framework for mobility improvement

OUR difficult and unfriendly mobility environment remains one of the biggest areas of concern. We see it in the long queues and large crowds at train stations, transport terminals and bus stops. Some commuters spend close to six hours every day just traveling to and from their places of work. It dampens productivity and saps the energy from millions of Filipinos who struggle to move around cities.

The shortage and poor quality of public transportation services motivate people to shift to using a private motor vehicle as soon as they can afford one. Building more urban roads and bridges for cars has a similar effect. This has been our disaster recipe for a long time.
